Afghan and Pakistani presidents in Britain for talks

LONDON: Afghan President Hamid Karzai and his Pakistani counterpart Asif Ali Zardari are set to hold key talks Monday with British Prime Minister David Cameron on the Afghan peace process.

The summit at Cameron's Chequers country retreat near London is aimed at boosting cooperation between Afghanistan and Pakistan, amid growing fears that a civil war could erupt when international troops leave Afghanistan next year.

"This trilateral process sends a very clear message to the Taliban -- now is the time for everyone to participate in a peaceful political process in Afghanistan," a British government spokeswoman said.

Support from Pakistan, which backed Afghanistan's 1996-2001 Taliban regime, is seen as crucial to peace after NATO troops depart -- but relations between the neighbours remain uneasy despite some recent improvements.

Both Kabul and Washington have regularly accused Pakistan of helping to destabilise Afghanistan.

But Afghan peace negotiators have welcomed Pakistan's release of dozens of Taliban prisoners in recent months, a move they believe could help bring militants to the negotiating table.

Cameron hosted a private dinner for Karzai and Zardari at Chequers on Sunday evening, ahead of Monday's in-depth talks between the leaders and their officials.

These are the third trilateral talks in a year following meetings in Kabul in July and New York last September -- but they are the first in which Pakistani and Afghan army and intelligence chiefs will also take part.

In an interview with Britain's Guardian newspaper and ITV television station released late Sunday, Karzai said the biggest threat to peace in Afghanistan was not the Taliban, but meddling from foreign powers.

"Peace will only come when the external elements involved in creating instability and fighting, or lawlessness in Afghanistan, are involved in talks," he said, without naming any particular country.

The president also suggested Western troops had been "fighting in the wrong place" in Afghanistan, saying security in the southern Helmand province was better before British troops arrived there.

A statement released by his office said the talks in Britain would be "focused on ways to accelerate peace process in Afghanistan and further strengthen cooperations between Afghanistan and Pakistan in the fight against terrorism and extremism".

Karzai is also due to meet the heir to the British throne Prince Charles during his three-day trip to Britain, which began on Saturday.

Britain still has around 9,000 troops in Afghanistan ahead of a scheduled withdrawal in 2014.

Afghan soldiers and police are taking on responsibility for battling Taliban militants from the 100,000 NATO troops due to depart by the end of next year.

But more than 60 foreign soldiers were killed in 2012 in "insider attacks" by members of Afghanistan's security forces, which have bred mistrust and threatened to derail the training process.

Afghan forces are also increasingly being targeted by Taliban bombers as they take on a greater security role.

Monorail to ease traffic congestion in Dharamshala, Shimla

SHIMLA: Dharamshala, which is "well-connected" with Hollywood, is also going to get linked to the shrine of ChamundaDevi with monorail. Delhi Metro Rail Corporation would conduct the survey of 19km stretch in next six months that would cost Rs 5,000 crore. Plan is also afoot to extend the facility up to McLeodganj -- home to Tibetan spiritual leader Dalai Lama.

Once the monorail project comes up, travelling within Dharamshala would become smooth for tourists. Shimla is also going to get Rs 5,000-crore monorail project the feasibility study of which would be completed in the next six months by DMRC. While the proposed route of Dharamshala monorail is yet to be finalized, sources said in Shimla besides main town it would also connect Shogi and Sanjauli areas.

Monorail has been proposed as a green solution to vehicular pollution and traffic congestion in Dharamshala and Shimla as these cities have traffic bursting at seams.

Dharamshala has been tagged as the Hollywood town of Himachal Pradesh as large number of actors, directors and producers from Hollywood frequent the town to meet Tibetan spiritual leader Dalai Lama. Congested roads and ever-increasing traffic had resulted into chaos on the roads much to the disappointment of visitors.

Confirming the development, minister for urban development, town and country planning Sudhir Sharma said DMRC has been asked to conduct the feasibility study of monorail project within six months so that Chamunda Devi Shrine and Dharamshala get connected with monorail. "We would also explore the possibility of extending monorail up to McLeodganj but this depends on the survey report," he said.

Sharma said Dharamshala has more severe traffic problem than Shimla. He said land is being identified to install escalators in Dharamshala while in Shimla it would be installed near the lift. He said there are certain Union government schemes under which escalators can be installed and handed over to the local bodies for upkeep.

Not many would know that before making Shimla their summer capital, British had selected Dharamshala. But Dharamshala lost the chance of becoming the summer capital of India during British Raj, as the 1905 earthquake in Kangra left 20,000 people dead.

New rules aim to get rid of junk foods in schools

WASHINGTON (AP) — Most candy, high-calorie drinks and greasy meals could soon be on a food blacklist in the nation's schools.

For the first time, the government is proposing broad new standards to make sure all foods sold in schools are more healthful.

Under the new rules the Agriculture Department proposed Friday, foods like fatty chips, snack cakes, nachos and mozzarella sticks would be taken out of lunch lines and vending machines. In their place would be foods like baked chips, trail mix, diet sodas, lower-calorie sports drinks and low-fat hamburgers.

The rules, required under a child nutrition law passed by Congress in 2010, are part of the government's effort to combat childhood obesity. While many schools already have improved their lunch menus and vending machine choices, others still are selling high-fat, high-calorie foods.

Under the proposal, the Agriculture Department would set fat, calorie, sugar and sodium limits on almost all foods sold in schools. Current standards already regulate the nutritional content of school breakfasts and lunches that are subsidized by the federal government, but most lunchrooms also have "a la carte" lines that sell other foods. Food sold through vending machines and in other ways outside the lunchroom has never before been federally regulated.

"Parents and teachers work hard to instill healthy eating habits in our kids, and these efforts should be supported when kids walk through the schoolhouse door," Agriculture Secretary Tom Vilsack said.

Most snacks sold in school would have to have less than 200 calories. Elementary and middle schools could sell only water, low-fat milk or 100 percent fruit or vegetable juice. High schools could sell some sports drinks, diet sodas and iced teas, but the calories would be limited. Drinks would be limited to 12-ounce portions in middle schools and to 8-ounce portions in elementary schools.

The standards will cover vending machines, the "a la carte" lunch lines, snack bars and any other foods regularly sold around school. They would not apply to in-school fundraisers or bake sales, though states have the power to regulate them. The new guidelines also would not apply to after-school concessions at school games or theater events, goodies brought from home for classroom celebrations, or anything students bring for their own personal consumption.

The new rules are the latest in a long list of changes designed to make foods served in schools more healthful and accessible. Nutritional guidelines for the subsidized lunches were revised last year and put in place last fall. The 2010 child nutrition law also provided more money for schools to serve free and reduced-cost lunches and required more meals to be served to hungry kids.

Sen. Tom Harkin, D-Iowa, has been working for two decades to take junk foods out of schools. He calls the availability of unhealthful foods around campus a "loophole" that undermines the taxpayer money that helps pay for the healthier subsidized lunches.

"USDA's proposed nutrition standards are a critical step in closing that loophole and in ensuring that our schools are places that nurture not just the minds of American children but their bodies as well," Harkin said.

Last year's rules faced criticism from some conservatives, including some Republicans in Congress, who said the government shouldn't be telling kids what to eat. Mindful of that backlash, the Agriculture Department exempted in-school fundraisers from federal regulation and proposed different options for some parts of the rule, including the calorie limits for drinks in high schools, which would be limited to either 60 calories or 75 calories in a 12-ounce portion.

The department also has shown a willingness to work with schools to resolve complaints that some new requirements are hard to meet. Last year, for example, the government relaxed some limits on meats and grains in subsidized lunches after school nutritionists said they weren't working.

Schools, the food industry, interest groups and other critics or supporters of the new proposal will have 60 days to comment and suggest changes. A final rule could be in place as soon as the 2014 school year.

Margo Wootan, a nutrition lobbyist for the Center for Science in the Public Interest, said surveys by her organization show that most parents want changes in the lunchroom.

"Parents aren't going to have to worry that kids are using their lunch money to buy candy bars and a Gatorade instead of a healthy school lunch," she said.

The food industry has been onboard with many of the changes, and several companies worked with Congress on the child nutrition law two years ago. Major beverage companies have already agreed to take the most caloric sodas out of schools. But those same companies, including Coca-Cola and PepsiCo, also sell many of the non-soda options, like sports drinks, and have lobbied to keep them in vending machines.

A spokeswoman for the American Beverage Association, which represents the soda companies, says they already have greatly reduced the number of calories that kids are consuming at school by pulling out the high-calorie sodas.

Turkey says tests confirm leftist bombed U.S. embassy

ISTANBUL (Reuters) - A member of a Turkish leftist group that accuses Washington of using Turkey as its "slave" carried out a suicide bomb attack on the U.S. embassy, the Ankara governor's office cited DNA tests as showing on Saturday.

Ecevit Sanli, a member of the leftist Revolutionary People's Liberation Army-Front (DHKP-C), blew himself up in a perimeter gatehouse on Friday as he tried to enter the embassy, also killing a Turkish security guard.

The DHKP-C, virulently anti-American and listed as a terrorist organization by the United States and Turkey, claimed responsibility in a statement on the internet in which it said Turkish Prime Minister Tayyip Erdogan was a U.S. "puppet".

"Murderer America! You will not run away from people's rage," the statement on "The People's Cry" website said, next to a picture of Sanli wearing a black beret and military-style clothes and with an explosives belt around his waist.

It warned Erdogan that he too was a target.

Turkey is an important U.S. ally in the Middle East with common interests ranging from energy security to counter-terrorism. Leftist groups including the DHKP-C strongly oppose what they see as imperialist U.S. influence over their nation.

DNA tests confirmed that Sanli was the bomber, the Ankara governor's office said. It said he had fled Turkey a decade ago and was wanted by the authorities.

Born in 1973 in the Black Sea port city of Ordu, Sanli was jailed in 1997 for attacks on a police station and a military staff college in Istanbul, but his sentence was deferred after he fell sick during a hunger strike. He was never re-jailed.

Condemned to life in prison in 2002, he fled the country a year later, officials said. Interior Minister Muammer Guler said he had re-entered Turkey using false documents.

Erdogan, who said hours after the attack that the DHKP-C were responsible, met his interior and foreign ministers as well as the head of the army and state security service in Istanbul on Saturday to discuss the bombing.

Three people were detained in Istanbul and Ankara in connection with the attack, state broadcaster TRT said.

The White House condemned the bombing as an "act of terror", while the U.N. Security Council described it as a heinous act. U.S. officials said on Friday the DHKP-C were the main suspects but did not exclude other possibilities.

Islamist radicals, extreme left-wing groups, ultra-nationalists and Kurdish militants have all carried out attacks in Turkey in the past.

SYRIA

The DHKP-C statement called on Washington to remove Patriot missiles, due to go operational on Monday as part of a NATO defense system, from Turkish soil.

The missiles are being deployed alongside systems from Germany and the Netherlands to guard Turkey, a NATO member, against a spillover of the war in neighboring Syria.

"Our action is for the independence of our country, which has become a new slave of America," the statement said.

Turkey has been one of the leading advocates of foreign intervention to end the civil war in Syria and has become one of President Bashar al-Assad's harshest critics, a stance groups such as the DHKP-C view as submission to an imperialist agenda.

"Organizations of the sectarian sort like the DHKP-C have been gaining ground as a result of circumstances surrounding the Syrian civil war," security analyst Nihat Ali Ozcan wrote in a column in Turkey's Daily News.

The Ankara attack was the second on a U.S. mission in four months. On September 11, 2012, U.S. Ambassador Christopher Stevens and three American personnel were killed in an Islamist militant attack on the U.S. Consulate in Benghazi, Libya.

The DHKP-C was responsible for the assassination of two U.S. military contractors in the early 1990s in protest against the first Gulf War, and it fired rockets at the U.S. consulate in Istanbul in 1992, according to the U.S. State Department.

It has been blamed for previous suicide attacks, including one in 2001 that killed two police officers and a tourist in Istanbul's central Taksim Square. It has carried out a series of deadly attacks on police stations in the last six months.

Friday's attack may have come in retaliation for an operation against the DHKP-C last month in which Turkish police detained 85 people. A court subsequently remanded 38 of them in custody over links to the group.

Argentina to launch new inflation data method

BUENOS AIRES: Argentina said Saturday it will start using a new method of measuring inflation after the International Monetary Fund censured Buenos Aires over the quality of its economic data.

Economy Minister Hernan Lorenzino told C5N television that it would be "a new consumer price index to replace the current measure that has supposedly caused so many problems for the IMF."

Lorenzino said that officials expect to begin using the new method starting in the last quarter of 2013.

On Friday, the IMF's executive board took the unprecedented measure of issuing a "declaration of censure" against Argentina, opening the way for one of Latin America's largest economies to lose its voting rights at the multinational lender, or even lose its membership.

But the board put off that decision, giving Buenos Aires until September 29 to resolve the problem.

"It's an ongoing process and the Fund is aware of that," said Lorenzino, who criticized the decision as a "double standard."

In a statement, his ministry suggested that "many countries" have changed their unemployment and CPI measures, as well as they way they compile this data.

Official Argentine statistics are sharply different from those private sector economists issue.

For instance, last month the government said that inflation in 2012 was 10.8 percent, while a group of private economists who collate their data put the rate at 25.6 percent.

Buenos Aires benefits from understating the data because a large part of its sovereign debt is indexed to inflation.

In rejecting the IMF's decision, President Cristina Kirchner's government demanded that the lender's board hold a special meeting to review its policy toward Argentina and "its role in the origin of the global economic and financial crisis."

Brazil, an IMF board member and strategic ally of Argentina, criticized the censure as "counterproductive."

In a tweet, Kirchner herself suggested that her government's debt reduction policy "seems to be the real cause of anger from the IMF."

Argentina defaulted on some $100 billion in debt in 2001, and has since restructured its debt twice, covering around 75 percent of the nominal value of the bonds.

But the country is embroiled in a legal battle in the United States with hedge funds demanding that Buenos Aires repay $1.3 billion in bonds held by investment funds NML and Aurelius because they refused to take part in a 2005 restructuring agreed to by most of the other bondholders.

The IMF and Argentina have a long history of troubled relations, with successive governments blaming the Fund for domestic economic failures and the country's deep troubles in international debt markets.

In January 2006, the government paid off Argentina's debt with the IMF -- some $9.5 billion -- and cut links with the Fund.

Since then Argentina has been the only country in the G20 that does not allow annual economic assessments by official IMF teams. It has also promised not to ask for more financial aid.

But at the end of 2010, the IMF was invited back to assist with collection and formulation of economic data, opening the way to the current impasse.

Haryana pineline scam: Deputy commissioner orders FIR against 5 govt officials, many others

CHANDIGARH: Jhajjar deputy commissioner, AjitBalajiJoshi, has ordered registration of an FIR against around a dozen persons, including five agriculture department officials, in the subsidy scam related to laying of underground pipelines.

Joshi told The Times of India on Saturday that they have also sought comments from the agriculture department in the matter. FIR has been sought against former assistant soil conservation officer Neena Sehwag, agriculture inspector Jagbir Singh, agriculture development officer Jain Singh Mann, accountant Satya Prakash, another employee Dharmpal, some farmers and officials of a Charkhi Dadri-based private firm for alleged involvement in the scam, he said.

The action follows an inquiry conducted by Jhajjar city magistrate, who detected that over Rs 1 lakh subsidy was claimed by five farmers in connivance with officers of agriculture department and the private firm. "There is possibility of more such cases coming to light," the inquiry report maintained.

According to official records, over Rs 25 crore was disbursed to 444 farmers as subsidy through the firm, for installing underground pipelines for irrigation purposes in Godhi village of Jhajjar district. The agriculture department has ordered physical verification in all these cases.

A retired agriculture economist, Ram Kanwar, had recently alleged a Rs 200 crore scam in subsidy to farmers by the agriculture department, for installation of sprinkler sets and laying underground pipelines. However, the department has been denying the scam.

Venezuela's Maduro accuses rival of "conspiring" against country

CARACAS (Reuters) - Venezuelan Vice President Nicolas Maduro accused opposition leader Henrique Capriles on Saturday of "conspiring" against the OPEC nation during meetings in neighboring Colombia, stepping up his attacks on his most likely potential election rival.

The government is upbeat about President Hugo Chavez's recovery from cancer surgery in Cuba. But the socialist maverick has not been seen in public or heard from in eight weeks, calling into question the future of his self-styled revolution.

Any new vote in South America's top oil exporter would probably pit Maduro, Chavez's heir apparent, against Capriles, the 40-year-old governor of Miranda state, who lost to Chavez in last October's presidential election.

Maduro has been sharpening his rhetoric against the opposition leader, and the former bus driver said on Saturday he was being kept informed about a series of meetings Capriles was holding during a trip to Colombia that began on Friday.

"The information reaching us is not good," Maduro said, wearing a hard hat during a televised visit to a tractor factory in Portuguesa state, in the west of the country.

"We know who he met with, and where, conspiring against the country and against peace ... in a few hours we are going to say what that loser was doing against the fatherland in Colombia."

Capriles responded on Twitter, saying Maduro was the real conspirator and traitor because he was "receiving orders from Cuba's government and giving away Venezuela's money overseas."

"It's a big job for Mr. Maduro! Keep ranting to cover your inability. That's what the mediocre are like, screamers!"

Capriles also tweeted a photo of himself meeting Spain's former prime minister, Felipe Gonzalez, in Bogota, and said he had enjoyed a long talk with Gonzalez, a "great friend of our Venezuela."

Earlier this week, Maduro said "honest, patriotic" lawmakers from the ruling party would present proof next Tuesday of "immense corruption" involving a senior figure in Primero Justicia, the party Capriles helped found in 2000.

OPPOSITION STRAINS

Opposition leaders, who accuse the government of secrecy over Chavez's condition, say Maduro is in campaign mode and merely seeking to copy his boss' vitriolic attacks on them.

The government, which says it has never been more transparent about the 58-year-old Chavez's health, says he has completed a complex post-operative period following the December 11 surgery, and has started a "new phase" of his recuperation.

Maduro said Chavez was recovering gradually and held talks in Havana on Friday with Diosdado Cabello, the head of the National Assembly, and Defense Minister Diego Molero.

The president has never said exactly what type of cancer he is suffering, only that it was diagnosed in his pelvis in mid-2011. He has since undergone four operations in Cuba, and weeks of chemotherapy and radiation treatment.

While his fragile health could spell an end to Chavez's 14 years in power, the pressures of the situation have exposed old strains between moderates and more hard-line members of the opposition's five-year-old Democratic Unity coalition.

It is made up of some 30 ideologically diverse political groups that chose Capriles as a unity candidate to run against Chavez in last year's election.

Despite their differences, they are likely to pick Capriles again to face Maduro, should Chavez step down or die and a new vote was held within 30 days, as laid out in the constitution.

After chatting with workers and inspecting farm machinery in Portuguesa, the vice president slammed Capriles and two other top opposition figures: the coalition's policy architect, Ramon Guillermo Aveledo, and Caracas Mayor Antonio Ledezma

"They're a trio of wrecks with a history of defeat and treason," Maduro said. "They must know that if our people see the proof that has been prepared of their plot ... it is just going to radicalize us even more."

During Capriles' absence in Colombia on Friday, the government launched a high-profile anti-crime operation involving more than 2,000 officers in his state, Miranda, which includes crime-ridden parts of the capital, Caracas.

The interior and justice minister, Nestor Reverol, used the event to criticize the opposition governor for his trip outside the country.

"Instead of being in Colombia, meeting the paramilitaries, you should be here supervising the deployment and ensuring people's safety," Reverol said on state TV, flanked by commanders of the security forces and scores of National Guard troops lined up on motorcycles.

Body of Missing Mom Reportedly Found in Turkey

The body of an American woman who went missing while on a solo trip to Turkey has been pulled from a bay in Istanbul, and nine people have been held for questioning, according to local media.

Sarai Sierra, 33, was last heard from on Jan. 21, the day she was due to board a flight home to New York City.

The state-run Andolu Agency reported that residents found a woman's body today near the ruins of some ancient city walls in a low-income district, and police identified the body as Sierra.

Rep. Michael Grimm, R-NY, who with his staff had been assisting the Sierra family in the search, said he was "deeply saddened" to hear the news of her death.

"I urge Turkish officials to move quickly to identify whomever is responsible for her tragic death and ensure that any guilty parties are punished to the fullest extent of the law," he said in a statement.

The New York City mother, who has two young boys, traveled to Turkey alone on Jan. 7 after a friend had to cancel. Sierra, who is an avid photographer with a popular Instagram stream, planned to document her dream vacation with her camera.

"It was her first time outside of the United States, and every day while she was there she pretty much kept in contact with us, letting us know what she was up to, where she was going, whether it be through texting or whether it be through video chat, she was touching base with us," Steven Sierra told ABC News before he departed for Istanbul last Sunday to aid in the search.

Steven Sierra has been in the country, meeting with U.S. officials and local authorities, as they searched for his wife.

On Friday, Turkish authorities detained a man who had spoken with Sierra online before her disappearance. The identity of the man and the details of his arrest were not disclosed, The Associated Press reported.

The family said it is completely out of character for the happily married mother, who met her husband in church youth group, to disappear.

She took two side trips, to Amsterdam and Munich, before returning to Turkey, but kept in contact with her family the entire time, a family friend told ABC News.

Further investigation revealed she had left her passport, clothes, phone chargers and medical cards in her room at a hostel in Beyoglu, Turkey.

Suicide bomber kills guard at U.S. embassy in Turkey

ANKARA (Reuters) - A far-leftist suicide bomber killed a Turkish security guard at the U.S. embassy in Ankara on Friday, officials said, blowing open an entrance and sending debris flying through the air.

The attacker detonated explosives strapped to his body after entering an embassy gatehouse. The blast could be heard a mile away. A lower leg and other human remains lay on the street.

Prime Minister Tayyip Erdogan said the bomber was a member of the Revolutionary People's Liberation Party-Front (DHKP-C), a far-left group which is virulently anti-U.S. and anti-NATO and is listed as a terrorist organisation by Washington.

The White House said the suicide attack was an "act of terror" but that the motivation was unclear. U.S. officials said the DHKP-C were the main suspects but did not exclude other possibilities.

Islamist radicals, extreme left-wing groups, ultra-nationalists and Kurdish militants have all carried out attacks in Turkey in the past. There was no claim of responsibility.

"The suicide bomber was ripped apart and one or two citizens from the special security team passed away," said Prime Minister Tayyip Erdogan.

"This event shows that we need to fight together everywhere in the world against these terrorist elements," he said.

In New York, the U.N. Security Council strongly condemned the attack as a heinous act.

Turkish media reports identified the bomber as DHKP-C member Ecevit Sanli, who was involved in attacks on a police station and a military staff college in Istanbul in 1997.

KEY ALLY

Turkey is a key U.S. ally in the Middle East with common interests ranging from energy security to counter-terrorism and has been one of the leading advocates of foreign intervention to end the conflict in neighboring Syria.

Around 400 U.S. soldiers have arrived in Turkey over the past few weeks to operate Patriot anti-missile batteries meant to defend against any spillover of Syria's civil war, part of a NATO deployment due to be fully operational in the coming days.

Deemed a terrorist organisation by both the United States and Turkey, the DHKP-C has been blamed for suicide attacks in the past, including one in 2001 that killed two police officers and a tourist in Istanbul's central Taksim Square.

The group, formed in 1978, has carried out a series of deadly attacks on police stations in the last six months.

The attack may have come in retaliation for an operation against the DHKP-C last month in which Turkish police detained 85 people. A court subsequently remanded 38 of them in custody over links to the group.

"HUGE EXPLOSION"

U.S. Ambassador Francis Ricciardone emerged through the main gate of the embassy shortly after the explosion to address reporters, flanked by a security detail as a Turkish police helicopter hovered overhead.

"We're very sad of course that we lost one of our Turkish guards at the gate," Ricciardone said, describing the victim as a "hero" and thanking Turkish authorities for a prompt response.

U.S. State Department spokeswoman Victoria Nuland condemned the attack on the checkpoint on the perimeter of the embassy and said several U.S. and Turkish staff were injured by debris.

"The level of security protection at our facility in Ankara ensured that there were not significantly more deaths and injuries than there could have been," she told reporters.

It was the second attack on a U.S. mission in four months. On September 11, 2012, U.S. Ambassador Christopher Stevens and three American personnel were killed in an attack on the U.S. Consulate in Benghazi, Libya.

The attack in Benghazi, blamed on al Qaeda-affiliated militants, sparked a political furore in Washington over accusations that U.S. missions were not adequately safeguarded.

A well-known Turkish journalist, Didem Tuncay, who was on her way in to the embassy to meet Ricciardone when the attack took place, was in a critical condition in hospital.

"It was a huge explosion. I was sitting in my shop when it happened. I saw what looked like a body part on the ground," said travel agent Kamiyar Barnos, whose shop window was shattered around 100 meters away from the blast.

CALL FOR VIGILANCE

The U.S. consulate in Istanbul warned its citizens to be vigilant and to avoid large gatherings, while the British mission in Istanbul called on British businesses to tighten security after what it called a "suspected terrorist attack".

In 2008, Turkish gunmen with suspected links to al Qaeda, opened fire on the U.S. consulate in Istanbul, killing three Turkish policemen. The gunmen died in the subsequent firefight.

The most serious bombings in Turkey occurred in November 2003, when car bombs shattered two synagogues, killing 30 people and wounding 146. Part of the HSBC Bank headquarters was destroyed and the British consulate was damaged in two more explosions that killed 32 people less than a week later. Authorities said those attacks bore the hallmarks of al Qaeda.
